Residential Cooling

The Housing & Development Board (HDB) has awarded Keppel DHCS, a wholly owned subsidiary of Keppel EaaS, the chilled water supply contract to design, build, manage, and operate Centralised Cooling Systems (CCS) at three upcoming Build-To-Order (BTO) projects Brickland Weave, Plantation Edge I & II and Plantation Verge in Tengah. Residents have the option of subscribing to the CCS, which aggregates cooling demand and uses industrial grade chilled water systems to cool homes sustainably, instead of using conventional split unit systems.

Frequently Asked Questions

How do I sign up for the Centralised Cooling System?
Residents may express their interest in signing up for CCS and book an appointment to visit the new Experience Centre via our website. They can visit the new Keppel EaaS Experience Centre at HDB Hub in Toa Payoh to learn more about CCS and our engineering and purpose-built designs in a physical mock-up of a typical home unit.
What are the available payment modes for Installation Charge?
  • Local Credit or Debit Cards
    • VISA/MasterCard
  • PayNow
How would I be billed?

CCS charges will be based on consumption and the CCS tariff rate, also known as the Energy Charge Rate. This is similar to how electricity is billed for households. Keppel’s Energy Charge Rate will be published on our website and updated quarterly. Residents will be notified of the updated Energy Charge Rate via email. They can review and monitor their consumption using the energy meter at the CCS riser for their dwelling unit. More information will be shared in due course.
